PPP For The El Hessiane Wastewater Treatment Plant

Main Project Features:

​The PPP is intended for a wastewater treatment plant in El Hessiane, in the northern suburbs of Tunis, with a capacity of around 60,000 cubic meters per day. The Tunisian National Sanitation Office will be the only one to divest the plant. Jade is the principal advisor of the PPP project; he supervises the delivery of the project and coordinates various international consultants. 

Activities Performed:

Jade leads the team providing strategic advice, reviewing financial, technical and legal results and interfacing with the client. The studies covered the following:

• Training of public authorities on PPPs 

• Technical, legal, financial and economic feasibility study comparing several PPP and non-PPP options 

• Procurement process and tender documents  

• Negotiations with private bidders, banks and international financial institutions (including World Bank, African Development Bank and Islamic Development Bank) 

• Signature of PPP contracts and financial closure
